Zoos with raccoon dogs
There are three zoos I know around Tokyo that keep raccoon dogs. Tama zoo, Inokashira park zoo both in Tokyo and Tobu zoo in Saitama.

Tama zoo seems to have a few raccoon dogs that are kept in a grassy sloped enclosure. While they were sleeping, they hid somewhere I didn't see. Hours later they appeared, but stayed on a mound with grown grass, I couldn't get a close look.

Inokashira park zoo had two raccoon dogs. They looked old and most of the time were sleeping. The entrance fee was the cheapest.

In Tobu zoo in Saitama six raccoon dogs were there. One of them were kept in a separate cage and asleep. The others were in an open enclosure, young and fresh. The photo here is the one I took there.

Tama Zoo
I went to Tama Zoo in Hino, Tokyo in April, 2018.
The Zoo is located on an uneven terrain. It's a bit tough to walk around the whole area.

There were two domestic horses that were munching grass just out of the enclosure. They were tame and let me tap their faces. Their eyes were large and beautiful, similar to those of sheep.
